Need long term dedicated GM

Hello,
I am Coop commissioner of Grid Iron Teams Association. I run a keeper league that is entering it's 9th season. I run a 12 team two division league with 27 man active roster. We hold over 15 players each year and have a 12 round draft each year. For the most part we require active GM's all year long with the exception of a few breaks we take during the off season. In normal circumstances our draft would be beginning next week, but due to my busy schedule I got a little behind this off season, so if you join this week you will not be behind at all. We are actually going to be discussing some rule changes particularly with scoring over the next week, you will be allowed to put give your input in an vote at well.

Most importantly I need someone who will be dedicated and in this for the long haul for two reasons.

1. We like to have as little turn over each year with GM's. It keeps the league motivated and excited to compete.

2. The team you will take over is definitely a project team, it was not the worst team in the league but it was far from the best. To top it off the former GM traded many of this years picks away.

GRID IRON TEAMS ASSOCIATION CONSTITUTION

Article I
Commissioners



This league shall have only one Commissioner who over see's league activity.

The Commissioner has the right to, but does not have to execute the following powers:
1. Create league Rules
2. Create schedule
2. Discipline/Remove GM's of any team
3. Investigate any wrong doing of any GM
4. Maintain and update all roster appropriately
5. Approve or Deny Team names and Team name Changes
6. Determine the appropriate Fantasy website for season play

Article II
Team and Roster Structure

Section I



League shall contain no less than 12 teams divided into two leagues: American League and National League.

Team Names must relate to baseball in some way and must be the final team name.

GM's hold the right to change Team name for only the following reasons and time frames:
1. New GM taking possession of a team, change can take effect immediately
2. GM can request team name change in off season only, Commissioner holds right to approve or deny such request.

Teams are permitted up to two total GMs

No GM shall control or possess control of more than one team for any reason

Section II


Season Roster size shall never exceed 27 players, but can contain less than 27 where ever a GM deem fit for their success. Teams can have no more than 12 total pitchers with a max of 9 starting pitchers. Teams are permitted to to have less than 12 pitchers if they wish.

Following Grid Iron Baseball Association post season GM's are required to reduce roster size to no more than 15 players by November 28th of each year.


Roster Positions are as followed: (total of 27 man active roster)
Offense: C, 1B, 2B, 3B, SS, LF, CF, RF, UTIL, UTIL
Pitching: SP, SP, SP, SP, RP, RP, RP,RP
Bench: 9 players of any position (with a max of 12 pitchers 9 of which can be SP)

Lineups shall be set each day prior to the first game of each day on the MLB Schedule

Section III

Eligibility of Players

Position players are eligible at any position they played 10 games as a particular position the prior season or 5 games the current season. Gm's have the right to play position players at any position they are eligible at playing whether that player plays that position regularly or not for his MLB team.

Starting Pitchers are eligible as an SP if they started at least 15 games the previous season or 3 games the current season. Please refer to Dual Eligibility on starting pitchers eligible as SP and RP.

Relief Pitchers are eligible as an RP if they had 15 relief appearances the previous or 8 games the current season. Please refer to Dual Eligibility on starting pitchers eligible as SP and RP.

If a pitcher is considered dual eligible as starting pitcher and relief pitcher the GM can only start that player in the primary position that pitcher is used for on his real team. So if a dual/eligible pitcher is usually in the reliever role he can only be placed in the RP slot or if a pitcher usually is in the starting role he can only be placed in the SP slot.


GM's can appeal opponents decision on where GM's place pitchers in their line up by following the Appeal Process below:
1. Opposing GM MUST appeal the roster position with-in 36 hours following the last appearance of the player in question. By directly contact the Commissioner via email or text.
2. Commissioner has 12 hours to review and make ruling on. Commissioner has right to make all decisions with his own discretion, but must provide detailed reasoning on the ruling.


The following are the only two rulings a commissioner can have after investigation is complete.
1. If commissioner rules in favor of appeal, the players point total will be deducted from the teams score total (example 1). If appeal occurs after playing week is over and deduction would bring the winning teams total points below the losing teams total points then win/loss record will be adjusted accoridingly.

Example 1 : If team has scored 100 points and player in question scored 15 points, the 15 points will be deducted making the team’s total points 85.

Example 2: If team A loses to team B 100 to 91, but team B is deducted 15 points for rule violation, that would change the score to 91-85 resulting in Team A getting a win and team B resulting in a loss.
2.If commissioner denies the appeal then no deduction will occur.

Article III
Adding/Changing/removing League Rules and Settings

Section I

Any adding, changing, or removing of league rules or settings can only occur between the end of the MLB season and prior to November 28th each year.

Commissioner has the right to make rule changes if needed during other parts of the year, as long as they do not effect current roster status or league settings at time of creation. These rules shall be consider special circumstances to enforce a level playing field for any issues that may arise.

Adding, changing, or removing league rues or settings can be done in three ways Commissioner enforced, league proposal, GM proposal as detailed in sections II, II, and IV.

Section II
Commissioner Enforced

Commissioner hold the right to change league rules and settings he deems fit for the league. These changes can be challeneged in poll form by the GM's. GM veto of the commissioner must meet 8 vote threshold to override Commissioner. Commissioner can not vote on these vetos

Section III
League Proposal

Commissioner will establish a league proposal based off discussions with other GM's or own personal observations. League Proposals are put to a league vote where polls must reach majority. Majority can be defined as the following: 7 votes or more or If poll has a deadline majority at time of deadline will count as majority rule. Commissioner can not vote on these polls, however in case of a tie commissioner holds the tie breaking vote.

Section IV
GM proposal

GM's can establish their own poll under baseball polls to add,change, or remove league rule or setting. The proposal must be detailed completely including the goals of the add,change, or removal. All GM's and the commissioner have the right to vote on this change. The proposing GM can not vote on the poll. In case of tie proposing GM has the right to either vote to break the tie or restructure proposal to reach majority threshold.

Article IV
Match Up and Scoring Structure

Section I
Match-up and Win Determination

No more than two teams shall play head to head each week.

Wins Shall be determined by the team who scores the post points against their opponent for that week.

Section II
Scoring

Scoring shall be based off the points system:

Offense

Singles 1 point
Doubles 2 points
Triples 3 points
Homeruns 4 points
Runs 1 point
RBI's 1 point
Stolen Bases 1 point
Walks 1 point
Caught Stealing -1 point
Double play -1 point
Error -1 point
Hit by Pitch 1 point
Sacrifice Fly 1 point
Hit for Cycle 6 points
Strike Outs -1 point

Pitching:

Innings Pitched 1point or .33 per out
Strike Outs 1 point
Walks -.5 points
Earned Runs -1 points
Balks -.5 points
Pick-offs 1 point
Quality Starts 3 points
Wins 10 points**
Losses -5 points
Complete Games 8 points
Shut out 10 points
No hitter 18 points
Perfect Game 25 points


Relief Pitchers:
(Everything is the same as starting pitching except for the below values)

Appearance 1 point
Wins 5 points
Holds 3 points
Saves 6 points
Blown Saves -3


Section III
Handling Ties

In the occasion two teams score the same exact number of points, each team will be credited with a tie.

Tie in standings, especially when determining play off seeding shall be as follows in the exact order listed:

1.Winning Percentage
2.Head to head record
3.Divisional Record
4.Most accrued points during the season



Article V
Transactions

Section I


All Teams are permitted unlimited add/drops starting on a date designated by the Commissioner following the draft.
Free Agency shall last no longer than April 30th of each season.

Commissioner shall limited IF NEEDED number of moves perday for no more than 2 weeks after free agency starts.

Commissioner holds the right to restrict number of transactions to 2 moves per week once the season starts.


Section II
Disabled List

Each team shall have 2 long term and 3 short term disabled list spots.

Disabled list move shall only be made during the regular season only.

All players placed on either DL can not be traded or moved in free agency.

All replacement players added for injuried players can not be traded or moved through free agency.

Commissioner must approve or deny all such transactions.


Long Term Disabled List
(Season Ending)


All players placed the Long Term Disabled List shall meet the following requirement:
1. Player or Player's Team officially declares the player is in fact injured for the season
2. Any player injured prior to the All Star break and is not expected to return no earlier than September 1st of that season.

Any Player placed on the Long Term Disabled list can be replaced by any free agent player of the GM's Choice.

Any Player involved in a Long Term Disabled list transaction will not be allowed to be traded during the season. Disabled list Transaction includes the following:
1. The player placed on the DL
2. The player replacing the DL player.


Any Player added to a roster to replace a player on the Long Term DL shall be dropped from the roster the following season.

Players that are traded at any point, but already declared injured for the upcoming season, can be placed on the DL at any point during the regular season.

Any player drafted or added prior to the regular season or during free agent period that is already declared injured for the season at time of transaction, can not be placed on the DL list for that team.

GM's are allowed to attempt to trade any player placed on the DL the previous season between the conclusion of the Grid Iron Championship and October 31st. Any GM who acquires a player from another team that had that player on the disabled list the previous season is NOT required to hold that player over.


Short Term Disabled List


Teams are given 3 short term Disabled List spots 2 are for Pitchers only and 1 is for positional player only.

All players placed the Short Term Disabled List shall meet the following requirement:

1. Player on Active roster must be placed on MLB 15 day (anytime prior to play-offs or 60 day DL* (before July 1st) with intention of returning in current season.
2. Player placed on DL must be reactivated immediately following activation on MLB Roster
3. Player that replaces injuried player must be a player of similar position. Injuried Picther must be replaced with pitcher (SP or RP does not matter must abide by 9 SP max still), Injuried positional player must be replaced by positional player (does not matter position just can not be pitcher)
4. Player on DL and player added as replacement player can not be traded
5. Any player placed on the DL can not be activated or dropped until the are activated on the MLB roster, this also means teams must keep replacement players on there roster until the injuried player is activated.

*Players placed on 60 day DL after July 1st qualify as season ending injury and can be placed on Long Term Disabled list must refer to Long Term DL rules above.

Career Ending Injury or Suspension

GM's hold the right to replace any player with no penalty that suffers a career ending injury, career ending suspension, or death of a player on there roster. This is rule is voided during the draft.

Section III
Restricted List

Any player on a Grid Iron Roster player who is discipline with a major suspension of no less than 100 games, can be placed on the Restricted List upon a GM's Request

Commissioner must Approve or deny all such transactions

Players place on restricted list shall be replaced by the following procedures:

1. Teams are permitted 1 RL spots per year (note: once a player is placed on the RL that player may not return that season or be traded 2
2. The player placed on the Restricted List (RL) will become an automatic hold over when hold over rosters are selected.
3. The player added to fill the RL spot will be automatically dropped (this is to keep talent in the league draft each year)
4. Restricted List moves can only be made during the regular season. Restricted List moves means placing a player on the RL and replacing them with a free agent. Players placed on the RL remain on the RL through the play-offs.



Section IV
Trading

All Gm's are permitted to trade all players (excluding DL & RL players) and draft picks no more than two annual drafts in the future.

Trading is permitted 48 hours after the conclusion of the Grid Iron Championship until the trade deadline of the next season.

All trades shall be approved automatically

All GM's shall allow Gm's up to 48 hours to update trade on rosters.

GM's shall hold the right to veto in the following procedure:

1. Commissioner must receive at least three calls for veto from three different GM's
2. Commissioner shall post and announce a veto poll has been posted.
3. All veto polls must be posted with-in 36 hours of trade.
4. All Veto Polls shall last for 24 hours once posted. No Veto process should
take longer than 60 hours following the trade announcement.
5. GM's involved in trade shall NOT vote
6. Clear majority must be present to veto.
7. Commissioner can only vote at time of tie.
8. All veto polls that fail to reach clear majority will result in making the trade become official.

Trade deadline shall be the 1st Sunday of in August at 11:59:59PM est of each season, unless August 1st falls on Sunday, then trade deadline shall be the following Sunday at 11:59:59PM est.

Commissioner can grant extension of trade deadline no more than 48 hours upon request between GM's involved in potential trade talks no later than 5:00PM est of the trade deadline.

Section V
Draft


All teams shall have 12 draft picks, one per round of each annual draft.

Teams are permitted to trade these picks no, but are limited to picks with in two future annual drafts.

GM's are able to draft any players deemed eligible.

The following players are deemed in eligible:

1. High School or College Players
2. Players who do not defect or get posted prior to the start of the current Grid Iron Draft. (these players will be eligible the next draft)
3. Player suspended for no less than 100 games at time of the pick. (player draft prior to suspension will remain eligible)
4. Any player who is being scouted, but not signed this mostly pertains to any players that teams begin scouting as minors, but can not legally sign.


Article VI
Scheduling Format

Section I


The commissioner shall assign the annual league schedule.

The Schedule must follow the following format:

Weeks 1-5 Divisional Games
Weeks 6-15 Divisional & Interdivision Games
Week 16*Bye Week (All-Stars)
Weeks 16-21 Divisional Games
Weeks 22 and 23 Play-Offs
Weeks 24 and 25 Grid Iron Championship
(2 Weeks)

*-All star week falls on different weeks occasionally, but is always a bye week

Section II
Play-Off Alignment

The top three teams from each division shall advance to the play-offs.

The top team (number 1 seed) from each division shall have a 1st round BYE

The number 2 seed and number 3 seed shall play week 1 of the play-offs.

1. #3 AL Team vs.# 2 AL Teams
2. #3 NL Team vs.#2 NL Team


Week one of the play-offs shall last no longer than one week.

The winners of the first round shall advance to their league's Championship game
1.AL Divisional Winner vs.#1 AL Team
2.NL Divisional Winner vs.#1 NL Team


The AL and NL Championship week shall last no longer than one week.


The winners of the AL and NL Championship game shall play in the Grid Iron Baseball Association Championship Game.
AL Winner v. NL Winner

The Grid Iron Championship Game shall last no less or no more than two weeks.


Scoring for the Championship game shall accumulate over the two consecutive weeks.


If a tie shall occur in the play-offs, but not including the Grid Iron Championship game the following procedure shall occur:
1. Head to Head regular season record
2. Divisional Record
3. Winning Percentage


If a tie shall occur in the Grid Iron Championship Game, but not including other play-off matches the follow procedure shall be followed in order:
1. Team with the most points on the bench will be awarded the championship
2. If required all tie breakers shall follow the Play-off tiebreaker procedure.



League Rule Amendments:

Active Amendments

(All Rules listed below are law, even if not stated above in Articles I-V. All rules amendments have had league majority vote or been Commissioner implementation. Amendments that are crossed out have been voided by proceeding Amendments and no longer pertain to league rules.)


Amendment 4- CBS league will only have 4 SP and 3 RP unlike Yahoo's 2 SP 2 RP and 3 P.

Amendment 5- At the conclusion of the 2009 season the league will abolish all 5 man reserve rosters and league will resume the 27 man roster with no add/drops allowed after season begins**read add/drop circumstances above for more details.

Amendment 6- Trade council will be dissolved and all trade will go through automatically. Veto votes can only occur if three different GM's complain about the fairness of a trade.

Amendment 9- 2 DL spots will be permitted per team per season

Amendment 11- League Championship will be 2 weeks long

Amendment 13- Restricted List one RL spot for all teams who have a player suspended for no less than 100 games

Amendment 14- Posting players and Defecting free agents can not be draft until the following season unless posted or listed as official MLB free agent prior to the start of the Grid Iron Draft.

Amendment 15- Teams are permitted to trade from the 27 man roster following the Championship game.

Amendment 16- A season ending injury is any injury ruled by a player or team to end a player season (this can occur any time prior to Grid Iron play-offs)or an injury that occurs prior to the all star break in which the player is not supposed to return no earlier than September 1st.

Amendment 17- Beginning 2015 the league will restructure the scoring structure to follow that of a points system. Each scoring category will be assigned a positive or negative number. The sum of the category scores at the end of the week will determine the winner of the head to head match ups. This new rule will void any previous amendments that supported the old scoring structure including the min atbats rule and the min inning pitched rule.

Amendment 18- Beginning 2016 the league will reestablish daily line-up settings while restricting league rosters to only hold no more than 12 pitchers and a max of 9 SP. This rule will void/adjust any previous Amendment in regards to line up changes and line up restrictions.

Amendment 19- Beginning 2016 the league will change league settings adjusting the eligibility requirement for pitchers. SP- must start 15 games the prior season or 3 games the current season to be eligible at SP, while RP- must have 15 relief appearances the previous season or 8 relief appearances the current season. The rule also forces GM to play Dual eligible pitchers in their primary position (ie: Pitcher A has dual eligibility, but is part of his MLB teams rotation, GM can not play him in the RP position) Rule also adopted appeal process for GMs to challenge when player are played wrong.

Amendment 20- Beginning 2016-2017 offseason 15 man roster are not due until November 28th following each season. League can not change or add rules after November 15th. Also establishes that the annual draft can not start before December 1st of any year.
Amendment 21- Teams are given a total of 3 short term disabled spots. 2 spots are strictly for pitchers and 1 spot is strictly for position players. The current season ending DL will remain in place. Short term is defined by a player being placed on the MLB 15 day DL at any time until play offs or placed on the 60 day DL prior to July 1st each season.


Voided/ Inactive Amendments


Amendment 1- Players can not be dropped due to season injury and/or suspension. The player must have career ending injury only.

Amendment 2- Each team will have a 5 man reserve roster. GMs may add and drop players from the 27 man roster to the 5 man reserve roster only. The player does not have to be injuried. At the end of the season however players on the reserve roster have to be released and go into the draft pool with the 12 players from the 27 man roster you decide to drop. Meaning we will have a 12 round draft for our 27 man roster then hold a 5 man reserve roster.

Amendment 3- TB's will now be replaced with OPS

Amendment 7-Quality Start (QS) will be added as a stat category in 2010

Amendment 8-Droping OPS and adding OBP (on base percentage) and SLG (Slugging percentage)

Amendment 10- Minimum At Bat and Innings Pitch.

Amendment 12- Add Total Bases and Holds to stat categories for scoring, Add on Relief Pitcher to active roster

League Commissioners hold the right to change rules without consent of league. Any rule changes will be annouced via Private message or Email.
