There is no pre-determined number of players to keep (minimum or maximum).
Who and how many players are kept is limited only by your imagination and the $100M salary cap.

Keeping this group would leave the team with $26.5M left for adding free agents (a catcher, a 3B, bullpen, and bench). Trades can allow teams to free up additional cap space. For example, you could trade a player with a $6M salary for a player with a $1M salary and give yourself an additional $5M to spend on free agents.
Free agent salaries are determined using an auction process. The auction process ensures that the person both willing and able to pay the most gets each player.
Other details in the rules make it likely that some key players will be free agents. For example, some owner will face a choice of releasing Stephen Strasburg into free agency or giving him 18% of his team’s total payroll allowance. Everybody will have an equal opportunity to be the high bidder on each free agent.
