Rookies do not count against the 13 keepers. You are allowed to trade keepers spots for picks, which would be a good rebuild strategy.

You're also allowed up to 3 of the keepers to be AL, so you might get talent in trades from teams that would lose a good player.

Another idea is trading a good player for a few bubble quality keepers, that might free you up to draft more aggressively.
