I think that the best way to answer that question is to ask yourself, if I were considering drafting Billingsley, what round would be the latest round that I would pick him (that is, assuming of course, that he is not a protected player)? A dodger fan who sees him more than the regular guy might consider trading a pick slightly higher than what you would take him. Just put out a feeler on your league's page and ask if anyone is interested in him? If there is interest, then you can negotiate with the other owner(s).
