What's a Transitional Player? Modified Keeper League Owner needed.

We've got four orphaned teams in our modified keeper league BL AAA.
We've got three new owners and need a fourth.
First we'll have a dispersal draft to distribute the talent from the vacant teams, then keeper lists will be due and our email draft will begin.

We keep ten veteran players (as opposed to 13), the rookie rule is the same (unlimited, losing picks at the end of your draft), but we have two rounds (21-22) that we call transitional picks, for players who no longer qualify as a rookie but don't have a full season under their belts as a regular. The rule came about to help bridge the gap between a rookie keeper that you've been waiting on for three years and a veteran keeper worthy of a top-ten draft pick. Someone who isn't a rookie anymore, but doesn't have enough of a track record to warrant a regular keeper spot. If you keep a transitional player, you lose a 21. If you keep two, you lose your 22 as well. If you want to keep more, you can trade for other 21's or 22's. The limit for transitional keepers is 480 AB and 155 IP. Examples from last year's draft: Justin Smoak, Jose Tabata, Stephen Strasburg, Buster Posey, Carlos Carrasco, David Freese, Carlos Santana, Jonny Venters, Logan Morrison.
