If you turn roster balancing off (by entering a high number in the 'start roster balancing with round ...' box then you will simply get the top available player on your list each time you pick.

If you have it on then the program skips players from positions you have starters at until you have starters everywhere, including 3 starting OFers and 5 starting pitchers. once you have starters everywhere it does the same thing for backups, skipping players at positions you have a full slate of backups at and picking players from positions where you do not ahve backups at.
