The special rules are not confirmed yet but so far all the guys invloved with the league like this setup.
13 keepers (but you have a max of 7 on offence, where only one "extra" can be kept in each position group (QB1, RB/WR4, TE1). So for example you can't keep 3 QB's and that is +2 over the position max --or-- you can't keep 2QB's & 2 TE's as that is +1 & +1 for a total of +2 above the position max --or-- you cant keep a combined RB/WR of 6 as that is +2 over the position max (Yes you could actually keep 5 WR & no RB as it is one position block). Hope the examples explain it..
Then for the real NFL draft. We run a 5 round special draft and follow the normal rules for the draft (worst to first in every round). This will be a draft from ONLY guys drafted in the real NFL draft (no college FA signings). Of course these draft picks can be tradeable just like any other draft pick is. And these drafted player do NOT effect our keepers, they are in addition to. Gives this league some off-season interest.
Doing this will give the "worst teams" 2 drafts each year to better themselves, and get a clearer shot at youth. And will also give the better teams the ability to keep the core of their team, with 13 keepers, like the normal scoresheet rules do.
